SCS SB 1075 -- CONVEYANCE IN THE CITY OF ST. LOUIS

SPONSOR:  Coleman (Jones)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Local Government by a vote of 18 to 0.

This substitute authorizes the Governor to convey the Midtown
Habilitation Center in the City of St. Louis at public sale.

FISCAL NOTE:  Estimated Income on General Revenue Fund of Unknown
in FY 2005, FY 2006, and FY 2007.  No impact on Other State Funds
in FY 2005, FY 2006, and FY 2007.

PROPONENTS:  Supporters say that the building is structurally
sound, but the clients could not be evacuated safely in an
emergency situation because of their mental conditions; and
remodeling is not an option.

Testifying for the bill were Senator Coleman; and Department of
Mental Health.

OPPONENTS:  There was no opposition voiced to the committee.
